Since 2009, Law 18597 on ‘Efficient Use of Energy’ establishes an Energy Efficiency labeling system, which is mandatory for all regulated electrical equipment. URSEA (Unidad Reguladora de Servicios de Energia y Agua) is the authority responsible for the implementation of the law, and for the compliance monitoring. Furthermore, Decree 429/009 regulates the URSEA authorization of energy efficiency labels to be used by manufacturers or importers prior to the commercialization of the regulated products. Exceptions to the mandatory labelling scheme apply to e.g. samples of refrigerators, air conditioners and heat pumps (imported for evaluation prior to their eventual commercial importation).
Per the specific regulated products, national Uruguayan UNIT- standards describe efficiency classification criteria and need to be complied with, while regulations detail the certification process.
