In March 2011, the Algerian Ministry of Commerce has published a note to all importers reminding them of their obligation to submit a proof of conformity for imported goods.

The obligation is enforced by law 09-03 issued on 25/02/2009 and decree 05-467 issued on 12/12/2005, on conditions and procedures of conformity control of imported goods at customs. Certificates must be issued by an independent third party inspection body and member of the TIC Council (formerly: International Federation of Inspection Agencies - IFIA).

As an authorized Certification and Inspection Body,TÜV Rheinland may issue the required ‘Certificat de Contrôle Qualité’ in the country of export.

Detailed Information

Regulated Products All consignments of imported goods are subject to the Algerian CoC program. There is no defined product scope for the program since it applies to all Algeria bound shipments.

Product Scope

All goods imported into Algeria and for which the Payment method is Letter of Credit (L/C) or Cash Against Documents (CAD)

require a ‘Certificat de Contrôle Qualité’ (CoC) issued by an authorized Certification and Inspection Body. For the ‘Central Bank of

Algeria‘, the certificate serves as a proof that the goods paid for correspond to those declared and that the goods are in conformity

with the requirements of applicable standards and technical regulations.
