In 2011, the Technical Regulation TR CU 004/2011 ‘On the safety of low-voltage equipment’ was adopted. It establishes requirements for low-voltage equipment, with a focus on protection of life and health of persons and properties, for instance. Compliance with the Technical Regulations can be ensured by the voluntary application of listed national GOST-standards, that are widely harmonized with international IEC-standards. As per Article 1, exemptions from the scope are e.g. electrical equipment designed to operate an explosive environment or for use in air, water, land and underground transport. However, this means that the legislation relevant for such exemptions must be applied where applicable. Article 4 of the TR stipulates ‘Security requirements’ for the handling of low-voltage equipment. ‘Labeling and operating document requirements’ are stated in Article 5. The Conformity Assessment procedure provides two compliance routes: - EAC Certification (relevant e.g. for specific household appliances, Audio & Video equipment, power supplies, gardening tools, Light equipment and electric installation components). In case no listed standard is applied during the Conformity Assessment (or in case of absence of a suitable standard), EAC certification is mandatory for any kind of regulated equipment. - EAC Declaration of Conformity (relevant for all low-voltage equipment not subject to EAC Certification confirmation of compliance in the form of certification and not excluded from the scope of TR CU 004/2011). Manufacturers or importers may choose EAC Certification for such equipment nevertheless.
