Technical Inspection Report
KUCAS, the Kuwait Conformity Assessment Scheme, is the local system for product approval established by the Kuwaiti Public Authority for Industry (PAI). As a shipment base certificate a Technical Inspection Report (TIR) must first be obtained for your product. This TIR can be issued by TÜV Rheinland as a designated inspection and certification agency. Should you fail to obtain this report, your product will be tested in local laboratories – and held at customs until approved. Products with negative test results will be rejected. Authorized to Inspect by PAI
TÜV Rheinland has been authorized by the PAI to test products according to KUCAS guidelines and to issue Technical Inspection Reports (TIR) in the exporter's own country. This applies to the following regulated products:
Repeated deliveries of the same product may be handled by a simplified procedure. The TIR is based on international technical standards – such as IEC regulations for electrical products, in conjunction with various local guidelines.
Ministry of Communications Approval (Type Approval Certificate)
All devices intended for use in the public telephone network require authorization from the Ministry of Communications (MOC). TÜV Rheinland can help you to gain the necessary approval for these imports to Kuwait.
Emirates Conformity Assessment Scheme
Emirates Authority for Metrology and Standardization (ESMA) regulates below listed consumer products for the UAE market.
Consequently, an ECAS certificate or a product certification mark such as Emirates Quality Mark, Energy Efficiency Label, Oxo-biodegradable Mark or an Organic Mark is required:

G-Mark by GSO
TÜV Rheinland was one of the first organizations to be registered as Notified Body under the Gulf Technical Regulations for both Toys and Electrical products. We can provide the necessary evaluation and approval services to allow for the regulatory Gulf conformity marking (“G-mark”) for products sold in the GCC (Gulf Cooperation Council) member countries of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates, as well as Yemen.
Electrical Equipment and Appliances
For electrical products specified in List (2) of the Gulf Technical Regulation (BD-142004-01), the involvement of a GSO Notified Body to evaluate the technical documentation including the manufacturer’s risk analysis, is mandatory. The conformity assessment as well covers testing, certification (Gulf Type Examination Certificate) and registration. Relevant products include e.g. household appliances, plugs, socket outlets and chargers. Requirements include safety, electromagnetic compatibility and compliance with the national requirements of the Gulf States.
Children Toys
Children’s toys manufactured in or imported to the Gulf states must fulfill all particular safety requirements listed under the technical regulation related to physical, mechanical, chemical, flammability, electrical, hygiene and radioactive properties. Tests need to be performed by a Notified Body laboratory and a Gulf Type Examination is required.
Importers need verification of toy safety by a GSO Notified Body for each shipment to the GCC market, unless they can demonstrate that the manufacturer has complied with all obligations in the Regulation.
Obligations to manufacturer or importer
In addition to compliance with technical requirements for products and the corresponding conformity assessment procedure, the manufacturers or importers are also obligated to ensure quality in production and retain technical documentation in order to legally affix the Gulf Conformity Marking (“G-Mark”) to their products.

Verification of Conformity Program
The “Verification of Conformity“ Program (PVoC) regulates the import of several
types of goods to Egypt. Furthermore, manufacturers or owners of trade marks
should be registered at the Egyptian GOEIC (General Organization for Export and
Import Control). TÜV Rheinland is authorized to test, inspect and issue the required ‘Certificates of Inspection (CoI)’ for regulated goods.
