The Product Listing Scheme (PLS) which regulated by Singapore Civil Defence Force (SCDF) is a pivotal component for fire safety assurance.This comprehensive scheme mandates that all regulated fire safety products must be rigorously evaluated and certified by Certification Body (CB) who are accredited by Singapore Accreditation Council (SAC), before they can be marketed, sold or used in Singapore. In Product Listing Scheme (PLS), there are three scheme types:
Scheme Type 1b (with Serial Label / Declaration of Compliance)**
consists of initial type testing of a representative sample from a production run. As part of the surveillance, batch testing and inspection of subsequent production lots are conducted to ensure ongoing conformity.
Scheme Type 2
consists of initial type testing of a selected sample. As part of the surveillance, products are sampled from the market (i.e. warehouse, project site, etc.) and tested to ensure ongoing conformity.
Scheme Type 5 (with Serial Label / Declaration of Compliance)**
consists of initial type testing of the product and evaluation of the entire quality management system of factory. This evaluation encompasses audits of both production processes and the management system in place. As part of the surveillance, the quality management system undergoes regular surveillance, and product samples are obtained for testing from either the market, the production site, or both.
**Serial Label is issued to Discrete System, where attaching a product label is feasible, for instance, fire doors and fire extinguishers.
**Declaration of Compliance (DoC) certificate is issued to Non-discrete System, where product label cannot be practicable affixed, such as walls and floors.
Our certification process

- Application
Apply for product certification with accredited certification body - Documentation review
Review all submitted information about your product, including, technical documentation, initial type test reports, etc. - Factory inspection (for Scheme Type 5)
Certification body conduct inspection on manufacturing facility, interview with staff, and a review of your documentation and records. - Issue of certification
Once you have successfully passed the criteria, Certificate of Conformance (CoC) will be issued. The certificate information can be tracked in our online certification database Certipedia - Issue of Serial Label / Declaration of Compliance (for Scheme Type 1b and 5)
Serial label or Declaration of Compliance (DoC) is issued for certified product. - Conduct surveillance regularly
Certification body conduct inspection and testing according to surveillance regime. - Re-certification
