In order to ensure stable operation of a one-megawatt photovoltaic plant in Tokushima Prefecture, Tess Engineering Co., Ltd. selected TÜV Rheinland Japan to provide third-party comprehensive certification services. TÜV Rheinland experts monitored the entire construction process of the plant, from planning, site evaluation and installation up to commencement of operations. This project marks the first independent, comprehensive certification of a photovoltaic power plant in Japan.

Initial situation and requirements

Since the Great East Japan Earthquake in 2011, a shift towards renewable energies and power plant projects has been spreading across the country. Although providing a stable energy supply under natural environmental influences can be challenging, ensuring long-term stable operation is key for a sound business.

In accordance with the International Standard IEC 62446 and local Japanese standards and regulations (JIS and JEMA), TÜV Rheinland Japan carried out an inspection and comprehensive conformity assessment. Neutral, third-party certification validated power plant reliability in quality, performance and safety.

Conducted by qualified Japanese inspectors, the evaluation and inspection of the plant was broken into three stages. Stage one included the planning and installation of the power plant. Processes from installation to operation underwent technical evaluation in stage two and stage three focused on the overall plant operation. Periodic audits are subsequently conducted to check the plant's safety and quality at three-year intervals.

This comprehensive certification process minimizes safety risks for power plant operators as well as improves bankability and increases return in investment (ROI) for investors.
