Because the success of any construction project depends on the quality of the used materials, the Construction Products Regulation (CPR) allows only those construction products with harmonized technical specification (hEN or EAD) to be placed on the European market. Modern, high-strength, environmentally friendly and ecologically safe construction materials should be available at all times and CPR regulates further distributional requirements.
In cases in which construction products do not meet the harmonized technical specifications, manufacturers wishing to enter the market are required to submit a technical assessment document issued by a designated Technical Assessment Body (TAB).

1. Application form
A standard application form requesting the assessment of a construction product must be submitted to TÜV Rheinland. Manufacturers should attach all relevant technical documents to the application including information about the product and factory production control system.
When requesting a European Technical Assessment, applicants must declare that no request for that particular construction product has been issued to any other Technical Assessment Body.
2. Examination of documentation
TÜV Rheinland experts determine the extent to which the documentation for your construction materials and products already meets the necessary requirements. Once documentation is complete, applicants receive an offer to provide services.
After an offer has been accepted, TÜV Rheinland coordinates all steps in the certification or assessment process in close consultation with the client.
4. Issue of certificate
Upon meeting all criteria, clients are then awarded the certificate, demonstrating construction product performance constancy and factory production control conformity.
TÜV Rheinland will execute all required assessment and verification in an agreed-upon, pre-determined timeframe. Manufacturers are obligated to report all production changes, which may affect the specified product characteristics. In such cases, TÜV Rheinland will assess the changes and determine how to proceed with certification. These principles of reporting production changes also apply for products requiring either a European or national technical assessment document.
