USA - Significant New Use Rules on Certain Chemical Substances (25-1.5e)

​The Environmental Protection Agency (EPA) is issuing final Significant New Use Rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were previously reviewed through premanufacture notices (PMNs) and are also subject to EPA Orders.

The rule requires companies to notify EPA at least 90 days before manufacturing, importing, or processing any covered substance for a use designated as a significant new use; the activity cannot begin until EPA reviews the notification, makes a determination, and takes any required action.
The rule is effective July 21, 2026, and is associated with 40 CFR Part 721, 91 FR 30226, Docket No. EPA-HQ-OPPT-2024-0514, and the WTO TBT notification G/TBT/N/USA/2248.
