USA - Significant New Use Rules on Certain Chemical Substances (24-3.5e)
The Environmental Protection Agency (EPA) is introducing Significant New Use Rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances subject to premanufacture notices (PMNs) and TSCA Orders. These rules require manufacturers and processors to notify the EPA at least 90 days before beginning any activity deemed a significant new use for the specified chemicals. This notification allows the EPA to evaluate the conditions and risks of the proposed use before it begins. Manufacturing or processing for significant new uses cannot start until the EPA completes its review, makes a determination, and takes any required actions based on the evaluation.
Effective date of the rule: September 15, 2025.
Promulgation time for judicial review: 1 p.m. EST, July 31, 2025.
