USA - Mandatory Toy Safety Standards: Requirements for Neck Floats
The U.S. Consumer Product Safety Commission (CPSC) has proposed new performance and revised labeling requirements for neck floats to address potential deadly hazards associated with these aquatic toys.
This proposal is in response to the Consumer Product Safety Improvement Act of 2008 (CPSIA), which mandates that ASTM F963 be a mandatory toy safety standard but currently only requires minimal labeling for neck floats.
The Commission plans to incorporate by reference several standards into the proposed regulation (16 CFR § 1250.5), including:
- ANSI/CAN/UL 12402-9
- ANSI APSP ICC-16
- ASTM F833-21
- ASTM F1967-19
- ANSI/NEMA Z535.4-2023
These proposed changes aim to improve the safety of neck floats and ensure they meet more stringent standards to protect consumers.
