USA - Mandatory Toy Safety Standards: Requirements for Neck Floats

Section 106(a) of the Consumer Product Safety Improvement Act (CPSIA) mandates ASTM F963 as the mandatory toy safety standard, but it does not include specific performance requirements for aquatic toys like neck floats. 

To address fatal hazards associated with neck floats, the U.S. Consumer Product Safety Commission (CPSC) has issued a final rule establishing additional performance and revised labeling requirements for these products, while also updating its list of notice of requirements (NORs) to include neck floats. 

The rule will take effect on June 15, 2026, with certain referenced materials approved for use starting April 20, 2024.​
