USA - Federal Motor Vehicle Safety Standards; Federal Motor Carrier Safety Regulations; Parts and Accessories Necessary for Safe Operation; Speed Limiting Devices; Withdrawal

​The Federal Motor Carrier Safety Administration (FMCSA) and the National Highway Traffic Safety Administration (NHTSA) have decided to withdraw the 2016 joint proposed rulemaking that would have required heavy vehicles (those with a gross vehicle weight rating over 11,793 kg/26,000 pounds) to be equipped with and maintain speed-limiting devices. 

FMCSA also withdrew its 2022 advance notice of supplemental proposed rulemaking, which aimed to further mandate speed limiters for commercial motor vehicles (CMVs) in interstate commerce. 

The withdrawal, effective July 24, 2025, is due to significant policy and safety concerns, as well as data gaps that create uncertainty around the costs, benefits, and impacts of the proposals. With these withdrawals, FMCSA and NHTSA no longer intend to proceed with speed limiter rulemaking at this time.​
