USA - Accessible Emergency Information, and Apparatus Requirements for Emergency Information and Video Description: Implementation of the Twenty-First Century Communications and Video Accessibility Act of 2010
The FCC proposed rule would revise the Audible Crawl Rule for emergency information in video programing.
The current rule requires video programing providers and distributors to make non-textual visual emergency information shown during non-newscast programing accessible through a secondary audio stream.
The FCC proposes that the requirement can be satisfied when:
- A textual crawl provides emergency information that is duplicative of or equivalent to the non-textual visual emergency information; and
- That textual crawl is also provided aurally.
The proposal is intended to clarify how emergency information can be made accessible to viewers, particularly individuals who are blind or visually impaired.
