Uruguay - Ursea Approved Exception to the Registration of Energy Efficiency Labeling for Electric Vehicles in a Bonded Warehouse

Through Resolution No. 480/025 (October 1, 2025), the Energy and Water Services Regulatory Unit (Ursea) approved a temporary exception to the mandatory energy efficiency labeling registry requirements for electric vehicles stored in customs warehouses. 
​This resolution aligns with provisions from MIEM Resolution (September 16, 2025).

The National Energy Efficiency Labeling System (SNEEE) extended its scope to include light motor vehicles via a MIEM Resolution (March 17, 2023).
Mandatory certification and registration with Ursea for pure electric vehicles came into effect on September 28, 2025.
Ursea has approved an exception to the mandatory energy efficiency labeling registration for specific cases.

Eligibility Criteria:
- Vehicles must have entered the customs bonded warehouse before September 28, 2025.
- Vehicles must also be registered with Ursea before their importation date. 

Registration requires submitting:
- A chassis number (VIN), make, and model for identification.
- An Affidavit with a professional stamp and other required documentation.

Validity and Cancellation:
- The exception is limited to a single extension valid until February 28, 2026.
- All exception-based registrations will be automatically canceled or rendered null and void after this date, with no additional action required.
