Singapore - Enhanced Control of Lead in Paints Under the Environmental Protection and Management Act
With effect from January 3, 2022, the National Environment Agency (NEA) will be implementing the following control measures for lead in paints under the Environmental Protection and Management Act (EPMA):
a) The manufacture, import and sale of paints exceeding 90ppm total lead concentration for local use, except for zinc-based anti-corrosion paints and copper-based anti-fouling paints, will not be allowed. Companies with existing stock of these paints containing more than 90ppm total lead concentration manufactured/imported before January 3, 2022, are allowed to be sold locally until depletion.
b) The export and re-export of paints exceeding 90ppm total lead concentration, except for zinc-based anti-corrosion paints and copper-based anti-fouling paints, will require a Hazardous Substance Licence.
c) Labeling will be required for zinc-based anti-corrosion paints and copper-based anti-fouling paints with total lead concentration exceeding 90 ppm for local sale and are restricted for industrial uses only.
Harmonized System (“HS”) and Product Codes:
The list of HS and Product Codes are listed in ANNEX A. With effect from January 2022, traders are required to declare the import and export TradeNet® permit applications using the appropriate HS and Product Codes. All such TradeNet® permit applications will be subject to Chemical Control and Management Department (CCMD)’s processing and approval.
