Oman - DGSM Administrative Decision No. (2) of 2025 on Applying Technical Requirements for Electric Personal Transport Devices ("e-scooters")

Oman DGSM (Directorate General of Standardization and Metrology) has adopted on October 30, 2025 the Administrative Decision No. (2) of 2025 regarding the application of technical requirements for individual electric mobility devices to a specific list of products.

The provisions of the technical requirements for individual electric mobility devices No. (DGSM-CS-TR-1), in its first edition dated October 30, 2025, shall apply to the list of products attached to this decision:

1) Electric scooters without a seat including scooters with detachable seats
2) Self-balancing transport devices with or without a seat (hover boards)
3) Electric mono-wheels with or without a seat
4) Electric skateboards
5) Accessories & components (such as batteries, chargers/adapters)

Concerned products are classified under Customs Code: 950300100002​.

The conformity assessment procedure according to DGSM-CS-TR-1 applies which requires products must comply with essential technical requirements and meet harmonized standards.
The listing of applicable standards is published online.

Manufacturers must apply to a designated Notified Body for Type Examination Certificate and Importers shall issue a Declaration of Conformity for each shipment.

Products must bear the Gulf conformity tracking mark (GCTS), in accordance with the provisions of this regulation and the requirements of the Gulf conformity tracking system before being placed on the market.​

This decision shall enter into force on January 1, 2026. 
Mandatory application begins on April 30, 2026. 
A transitional period for products already in the market ends on April 30, 2027.
