Luxembourg - Revision on Ceramic Food Contact Articles Requirements
On May 19, 2026, the Luxembourg Ministry of Agriculture, Food and Viticulture published the Grand-Ducal Regulation amending the Grand-Ducal Regulation of February 22, 1985 concerning ceramic articles intended to come into contact with foodstuffs.
The release limits for lead and cadmium were tightened to:
- Category 1 - Non-fillable articles and fillable articles with an internal depth between the lowest point and the horizontal plane through the upper rim of not more than 25 mm
Lead: 6 μg/dm²Cadmium: 4 μg/dm²
- Category 2 - All other fillable articles
Lead: 30 μg/lCadmium: 20 μg/l
- Category 3 - Cooking utensils and packaging/storage containers with a capacity of more than 3 litres
Lead: 10 μg/lCadmium: 7 μg/l
The amendment further clarifies that ceramic articles complying with the Regulation must still be supported by appropriate documentation when requested by EU authorities. It also specifies that the analytical testing of lead and cadmium in ceramic articles should take into account:
- the composition of the substances used in manufacturing the article,
- the actual or potential use of lead- or cadmium-containing substances in food-contact ceramics,
- any additional documentation or information provided by suppliers, and
- test results from analyses carried out on similar articles or materials.
It is forbidden to manufacture, import, possess or transport for sale, offer for sale, sell or transfer for consideration or free of charge ceramic objects that do not comply with the requirements of this Regulation.
This Regulation came into force on May 29, 2026.
