Japan - Revision of the Order for Enforcement of the Act on the Regulation of Manufacture and Evaluation of Chemical Substances
Based on Articles 17, 22, and 24 of the Act on the Regulation of Manufacture and Evaluation of Chemical Substances, the following substances are designated as Class I Specified Chemical Substances, requiring authorization for manufacture or import:
- Chlorpyrifos
- Chlorinated paraffins with carbon chain lengths C14–C17 and chlorination levels ≥45% chlorine by weight
- Long-chain perfluorocarboxylic acids, their salts, and related compounds (C9–C21 carbon chain lengths)
Additionally, the following products are prohibited from being imported if they contain these substances:
- Products containing chlorpyrifos: Wood insecticides
- Products containing chlorinated paraffins (C14–C17, ≥45% chlorine):
1. Plasticizers for resin
2. Flame-retardant additives for textiles, resin, and rubber
3. Lubricating, cutting, and hydraulic oils
4. Paints
5. Adhesives and sealing fillers
6. Water-repellent and fabric protection agents
Products containing long-chain perfluorocarboxylic acids (C9–C21):
1. Professional-use photographic films
2. Lubricating oils
3. Paints
4. Water-repellent and oil-repellent agents
5. Adhesives and sealing fillers
6. Fire extinguishers, fire-extinguishing agents, and foam
7. Waxes
8. Water-repellent and oil-repellent textiles
9. Water-repellent and oil-repellent clothes
10. Water-repellent and oil-repellent floor coverings
These regulations aim to control the use and import of hazardous chemical substances and products containing them.
