Japan - Draft Ministerial Ordinance to Partially Amend the Enforcement Regulations of the Radio Act, etc. (Revision of the System Related to the Introduction of 5G in the 26 GHz Band)

The Japanese government is implementing regulatory revisions, including amendments to the Radio Law Enforcement Regulations and related notifications, to enable the introduction of 5G in the 26GHz band, based on a partial report from the Telecommunications Council (May 2025, Reiwa 7).

Regulatory changes are being made to facilitate the introduction and operation of 5G in the 26GHz band.

These changes are in line with technical conditions suggested by the Telecommunications Council in May 2025 regarding the use of the 26GHz and 40GHz bands for the 5th Generation Mobile Communication Systems.

For the 40GHz band, a survey on usage intentions conducted in May 2025 showed no immediate demand for 5G allocations.

The government will reassess the timing and development of regulations for the 40GHz band, considering technological advancements and domestic/international demand trends.
