Japan - Bill on the Promotion of Recycling of Solar Cell Waste

​The Japanese Cabinet approved a bill on April 3, 2026 to promote the recycling of solar panel waste, addressing the expected surge in discarded panels reaching up to 500,000 tons annually in the late 2030s.

The bill mandates large-scale solar power operators to follow ministerial recycling standards, submit disposal plans for mass waste, and encourages the development of cost‑efficient, nationwide recycling systems through a new certification scheme.
It also introduces measures for manufacturers and sellers to support environmentally conscious design and information sharing, while allowing future expansion of recycling obligations as disposal volumes and costs evolve.
