Israel - Proposed Adoption of EU Amendment on Regulation 10/2011

Israel propose to apply the amendments made in the European Union to Regulation 10/2011, published up to the date of publication of this Order, by incorporating them into the text of Regulation 10/2011 as currently adopted.

The principal amendments concern the regulation of bisphenols in a separate regulation—Regulation (EU) 2024/3190—which it is proposed to adopt in Israel by a separate order pursuant to the Minister's authority under Section 3A(f)(1) of the Law to amend Annex IIA to the Law, as well as the update of the positive list in Table 1 of Annex I to Regulation 10/2011.
It is further clarified that the exclusions appearing in Column A of Item 16 of Annex IIA shall continue to apply with respect to the amendments proposed to be applied in Israel.
The changes included in this proposed amendment combine the following EU Regulations amending various Annexes of Regulation (EC) No. 10/2011, after Item No. 1:
  • Item 2 – Commission Regulation (EU) 2024/3190 of December 19, 2024 on the use of bisphenol A (BPA) and other bisphenols and bisphenol derivatives with harmonized classification for specific hazardous properties in certain materials and articles intended to come into contact with food, amending Regulation (EU) No. 10/2011 and repealing Regulation (EU) 2018/2131.

- Addition of subsection (6) to Section 62.

- Amendment of Table 1 in Annex I: deletion of the entries for substance No. 151 (2,2-bis(4-hydroxyphenyl)propane) and substance No. 154 (4,4'-dihydroxydiphenyl sulphon).

  • ​​Item 3 – Commission Regulation (EU) 2026/245 of 2 February 2026 amending Annex I to Regulation (EU) No. 10/2011 as regards the authorization or the conditions of use of several substances.
​​- Amendment of Table 1 in Annex I:
(a) replacement of the entry for substance No. 768;
(b) addition of entries for substances Nos. 1084, 1089, 1092, 1093, 1094, and 1096.
- ​Amendment of point 3 in Table 3 of Annex I by adding footnote (31) for substance No. 1094.
