Indonesia - Tightening of Food Packaging Rules with New BPOM Regulation

​In June 2026, Indonesia's National Agency of Drug and Food Control (Badan Pengawas Obat dan Makanan, BPOM) has taken a significant step forward in food safety governance by issuing Regulation No. 11 of 2026 on Food Packaging Materials. 

It introduces​ a comprehensive framework for food packaging materials (FPMs) and food contact substances (FCSs). The regulation enforces a positive-list approach, permitting only approved substances for food contact use. It sets clear migration limits, mandates testing methodologies, and establishes both positive and negative substance lists. Notably, the regulation also addresses recycled materials and introduces a formal approval process for new substances. Non-compliance may result in sanctions or product recalls. The regulation aligns Indonesia's food packaging standards with international best practices.​
