France - Decree No. 2025-1376 of December 26, 2025 Relating to the Prevention of Risks Resulting from Exposure to Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS)

Recently, France published Decree No. 2025-1376 of 28 December 2025 relating to the prevention of risks resulting from exposure to perfluoroalkyl and polyfluoroalkyl substances (PFAS).

​This Decree prohibits the manufacture, import, and sale of products containing PFAS when safer alternatives are available. This prohibition applies to a wide range of consumer goods, such as cosmetics, ski waxes, clothing, textiles, footwear, and associated waterproofing agents. The decree mandates that all products introduced to the market must comply with the specified requirements.

The Decree went into force on January​,1 2026.

Some exemptions are allowed for the below products: 

1) Personal protective equipment covered by Regulation (EU) 2016/425, as well as personal protective equipment and combatant's equipment intended for the armed forces, internal security and civil security;
2) Waterproofing agents intended for the re-waterproofing of personal protective equipment referred above;
3) Clothing and footwear textiles incorporating at least twenty per cent (20%) recycled material from post-consumer waste. The presence of perfluoroalkyl and polyfluoroalkyl substances in the finished product is limited to the fraction of recycled material, so the amount of allowable residual PFAS in the finished product is proportional to the proportion of recycled material incorporated.
