Europe | Regulation (EU) 2025/1482 Amending Annex I of the POP Regulation with Regard to Five PBDE Flame Retardants

​On October 28, the EU Commission published Regulation (EU) 2025/1930, which amends Part A of Annex I to the POP Regulation with regard to the use of five PBDEs (polybrominated diphenyl ethers) as flame retardants.

The manufacture, marketing, and use of PBDEs in the EU have largely been phased out. However, due to past and current recycling activities, these substances are present in products made from recycled materials, including products intended for general use.

These five PBDE flame retardants are:
- Tetrabromodiphenyl ether (TetraBDE, CAS 40088-47-9 and others)
- Pentabromodiphenyl ether (PentaBDE, CAS 32534-81-9 and others)
- Hexabromodiphenyl ether (HexaBDE, CAS 36483-60-0 and others)
- Heptabromodiphenyl ether (HeptaBDE, CAS 68928-80-3 and others)
- Decabromodiphenyl ether (DecaBDE, CAS 1163-19-5)

Annex I to Regulation (EU) 2019/1021 is amended in accordance with the Annex to this Regulation
