Europe | EU Adjusting the Application Date and Transitional Provisions to CLP - Regulation (EU) 2025/2439 (CLP Amendment)

​On December 3, 2025, the European Commission published Regulation (EU) 2025/2439 amending Regulation (EU) 2024/2865 as regards the date of application and transitional provisions and amending Regulation (EC) No 1272/2008 on classification, labeling and packaging of substances and mixtures.

Objectives:
•    To support the European Chemical Industry Action Plan COM(2025)530
•    Simplification of labeling requirements for hazardous chemicals
•    Provide clear and legible information on labels for consumers
•    Reduce costs and administrative burden for chemical companies and other regulated businesses

Specifically, the date of application of the amendments to the following regulations will be postponed by one year to 01.01.2028:
•    Article 30(1-4) - Regulations for updating identification labels
•    Article 31(3) and Annex I 1.2.1.4 / 1.2.1.5 - Formatting requirements for identification labels (excluding folded labels)
•    Article 48 - Advertising requirements
•    Article 48a - Distance selling regulations
•    Annex II Part 5 a) - Regulations on labeling at service stations.
