EU - Public Consultation of Eight Possible SVHCs

Eight chemical substances are under the process of SVHC identification which may have serious and often irreversible effects on human health and the environment. They are proposed to be identified as Substances of Very High Concern (SVHCs). Their Annex XV reports are now available for comment.

 

  1. 1,4-dioxane submitted by Germany due to its probable serious effects on the environment and human health. The substance is used in laboratory chemicals, pH regulators, water treatment products and as a solvent for the manufacture of other chemicals.

  2. Phenol, alkylation products with C12-rich branched or linear alkyl chains from oligomerization, covering any individual isomers and/or combinations thereof (PDDP) submitted by Germany due to its possible toxic for reproduction, endocrine disrupting properties on human health and the environment. The substances are used in the manufacture of chemicals, rubber products and plastic products.

  3. 2,2-bis(bromomethyl)propane1,3-diol (BMP)
    2,2-dimethylpropan-1-ol, tribromo derivative/3-bromo-2,2-bis(bromomethyl)-1-propanol (TBNPA)
    2,3-dibromo-1-propanol (2,3-DBPA) submitted by Norway due to its probable carcinogenic properties. The substances are used in the manufacture of plastic products and chemicals.

  4. 4,4-(1-methylpropylidiene)bisphenol (Bisphenol B) submitted by France due to its possible endocrine disrupting properties on the environment and human health. This substance is not registered under REACH.

  5. 2-(4-tert-butylbenzyl)propionaldehye and its individual stereoisomers submitted by Sweden due to its possible toxic for reproduction properties. The substance is used in the manufacture of fragrance substances for use in cleaning and personal care products.

  6. Glutaral submitted by Sweden due to its possible respriratory sensitizing properties to human health. The substance is used as a biocide, in leather tanning and in X-ray film processing.

  7. Orthoboric acid, sodium salt submitted by Sweden due to its toxic for reproduction properties. The substance is not registered under REACH.

  8. Medium-chain chlorinated paraffins (MCCP) [UVCB substances consisting of more than or equal to 80% linear chloroalkanes with carbon chain lengths within the range from C14 to C17] submitted by ECHA due to its persistent, bioaccumulative and toxic (PBT) and very persistent very bioaccumulative (vPvB) properties. The substances are used in polymers / rubbers, adhesive and sealants, coating products, working fluids and textile treatment products and dyes.
