EU - Draft EU Regulation on Silver Use in Cosmetics
On July 30, 2026 the European Commission notified WTO regarding a Draft Commission Regulation amending Regulation (EC) No.1223/2009 of the European Parliament and of the Council as regards the use of silver in cosmetic products.
The draft measure proposes to regulate Silver in cosmetic products, considering the latest opinion (SCCS/1687/25) of the Scientific Committee on Consumer Safety (SCCS), published on April 24, 2026, addressing the concerns related to its potential impact on human health. Given that Silver was previously regulated via Commission Regulation (EU) 2026/78 that applies from May 1, 2026 and that the conditions laid down therein do not fully reflect the most recent scientific assessment of the SCCS, it is necessary to amend the relevant entries without delay.
Proposed date of entry into force: 20 days from publication in the Official Journal of the EU, & proposed adoption date: Q4 of 2026.
