EU - A New Restriction Intention
Norway has submitted an intention to restrict the manufacture, use and placing on the market of 1,6,7,8,9,14,15,16,17,17,18,18-Dodecachloropentacyclo[12.2.1.16,9.02,13.05,10]octadeca-7,15-diene ("Dechlorane Plus"™) [covering any of its individual anti- and synisomers or any combination thereof] as substances, constituents of other substances, mixtures and articles or parts thereof.

Dechlorine plus is a SVHC due to its very persistent and very bioaccumulating properties (vPvB). The substance is widely detected in the global environment and some studies indicate increasing concentrations. Dechlorine plus has also been detected in human blood, placenta and breast milk.
The use of DP comes exclusively from anthropogenic sources, as there are no natural sources of DP. It has been manufactured for close to 60 years and is currently marketed as an alternative for decabromodiphenyl ether (decaBDE) as well as substitute for Mirex.
The main uses are in a range of flame-retardant applications of electronic wiring and cables, automobiles, plastic roofing materials, and hard plastic connectors in televisions and computer monitors, wire coatings, and even in furniture.
DP has also been detected in various building material, e.g.:
- wallpaper (non-woven, PVC, paper)
- latex paint
- boards (e.g. laminated floor, fiber board, solid wood)
- glue and sealant
- PVC line pipes
- foam (e.g. sound absorbing foam, expanded polystyrene panel)
The expected dossier submission date is on April 9, 2021.
