Ecuador - Draft Technical Regulation PRTE INEN No.017 "Control of pollutant emissions from land-based mobile sources"

The notified Technical Regulation establishes the permitted limits for the control of pollutant emissions from land-based mobile sources (motor vehicles) circulating in Ecuador and powered by petrol or diesel, as well as chassis fitted with engines for motor vehicles, prior to the marketing of domestic and imported products, with the aim of protecting human safety and the environment, without impairing the efficiency of motor vehicles. The notified Technical Regulation applies to the following products:

• Land-based mobile sources with more than three wheels (motor vehicles, prototype vehicles) powered by petrol;

• Land-based mobile sources with more than three wheels (motor vehicles, prototype vehicles) or their engines powered by diesel;

• Chassis fitted with engines powered by petrol or diesel. The notified Technical Regulation does not apply to: • Vehicles that run on rails;

• Road-maintenance machinery (the import license issued by the Ministry of Transport and Public Works establishing the vehicle as road-maintenance machinery must be attached);

• Agricultural and forestry machinery;

• Racing vehicles, classic, historical and collectors' vehicles;

• Motorcycles, trikes, three-wheelers, quadricycles and cycles;

• Golf cars and similar; not for use on roads;

• Vehicles with only electric motor for propulsion;

• Hybrid electric vehicles

Proposed date of adoption: 60 days from the date of notification or thereafter
Proposed date of entry into force: 180 days from the date of adoption
