Costa Rica - Proposed Homologation for Standard Power AFC Devices in the 6 GHz Band

The Superintendency of Telecommunications (SUTEL) in Costa Rica has recently launched a public consultation to define the administrative and technical framework for Standard Power (SP) operations within the 5925–7125 MHz frequency range, commonly known as the 6 GHz band.

The procedure applies exclusively to devices operating in the 6 GHz unlicensed band (5925–7125 MHz) under Standard Power (SP) mode, controlled by an Automated Frequency Coordination (AFC) system.

Key device types include:
- APSP — Standard Power Access Point (Punto de Acceso con Potencia Estándar).
- DFC — Fixed Client Device (Dispositivo Fijo del Cliente): permanently installed, geolocation-capable, with specific antenna orientation requirements.

Type Approval (Homologation) Procedure
1. Entity Registration with SUTEL - Dirección General de Calidad (DGC - General Directorate of Quality​)
2. Submit Homologation Application (via SUTEL's web platform)
3. SUTEL Review — DGC verifies compliance
4. Issuance of Homologation Certificate
5. Serial Number Registration with SUTEL
6. AFC Contract — sign an agreement with a SUTEL-accredited AFC database administrator. Devices cannot operate in SP mode until this is active.​
