Canada - Proposed Amendments to the Tents Regulations (Including Toy Tents)

The flammability performance and fire-safety labelling of play tents is currently regulated under the
Tents Regulations (SOR/2016-185). Health Canada has published a proposal to amend the Tents
Regulations and the Toys Regulations (SOR/2011-17) in Canada Gazette, Part 1, on June 17, 2023, with
a 70-day comment period that ended August 26, 2023.
Health Canada is proposing to replace the flammability performance and fire-safety labelling
requirements under the Tents Regulations through an ambulatory incorporation by reference to the
National Standard of Canada developed by the Canadian General Standards Board (CGSB) entitled
CAN/CGSB-182.1-2020, Flammability and Labelling Requirements for Tents.
The proposal also adds appropriate flammability performance and fire-safety labelling requirements
under the Toys Regulations in order to continue regulating play tents not intended to be used as
outdoor shelters. These products would be defined as a “toy intended to be entered by a child” in the
amended Toys Regulations and subject to the flammability performance of the international standard
ISO 8124-2:2014 Safety of toys — Part 2: Flammability, through an ambulatory incorporation by
reference. Health Canada is also proposing fire-safety labelling requirements in order to alert caregivers
to keep toys intended to be entered by a child away from sources of heat or open flame.

Health Canada plans to publish the amended Regulations in the Canada Gazette, Part II in fall 2024.​
