Canada - Prohibition of Certain Toxic Substances Regulations, 2025

The Prohibition of Certain Toxic Substances Regulations, 2025 replaces the 2012 framework to further restrict or ban harmful chemicals, notably adding the flame retardants DP and DBDPE to the prohibited list.

The rules eliminate many previous exemptions for substances like PFOS and PFOA while setting strict "incidental presence" thresholds for trace contaminants.

To support the transition, a temporary permit system allows businesses up to three years to phase out specific chemicals if no viable alternatives currently exist.

Date of entry into force: June 30, 2026.
