Brazil - Law No. 15.441/2026 Lead Limits in Paints and Surface Coatings

​Brazil's Law No. 15.441, signed on June 26, 2026, prohibits the manufacture, sale, distribution, and import of paints and similar surface coating materials containing 90 ppm or more of lead (by weight, expressed as metallic lead on a dry basis), with a higher allowance of up to 600 ppm for specific industrial or maritime applications, such as antifouling and anticorrosive paints. 

Violations are subject to penalties including notification, product seizure, and fines equivalent to the value of the seized goods, enforced by the competent executive authority through administrative proceedings. 

​The law revokes the previous Law No. 11.762 of August 1, 2008, and will enter into force 12 months after its official publication, meaning it becomes effective around June 2027.
