TÜV Rheinland has been accredited by DGT (State Traffic Office of Spain) for the certification of electric scooters in Spain.

We are proud to announce that our laboratory can certify PLEV (Personal Light Electric Vehicles) for the Spanish market.

At the beginning of 2022 has been published on the Spanish Official Gazette BOE-A-2022-987 a document with the technical requirements that PLEV must have in order to be able to circulate in Spain. Alongside the obligation for this category of vehicles to be certified by accredited labs, the regulation sets standards for: structural integrity, electromagnetic compatibility, resistance to humidity, power limitations, maximum speed and other characteristics such as wheels dimension and minimum brakes deceleration.

Furthermore, the technical requirements specify what is considered a PLEV, a vehicle, fueled exclusively by electricity, that can have one or more wheels, and with a maximum speed of 25 km/h.

Manufacturers that would like to certify their vehicles have to register as an authorized manufacturer in the DGT register, more details are in section 31 of the manual.

TRANSACTION PERIOD

  • The DGT has provided a timeframe for the application of the technical requirements:
  • All PLEVs marketed until 22 January 2024 will be able to circulate until 22 January 2027 without the need to be certified.
  • All PLEVs marketed from 22 January 2024 onwards must be certified.
  • From 22 January 2027 onwards, only PLEVs complying with the requirements described in the manual will be allowed to circulate.
