TÜV Rheinland Authorized by ACONOQ to Deliver Conformity Assessment Services Under the Republic of the Congo's PCEC Program, Facilitating Compliant Market Access and International Trade

Effective July 15, 2026, TÜV Rheinland has been officially authorized by the Congolese Agency for Standardization and Quality (ACONOQ) to provide conformity assessment services under the Congolese Conformity Assessment Program (PCEC) for regulated products destined for the Republic of the Congo.

The authorization reinforces TÜV Rheinland's continued commitment to supporting international trade by helping manufacturers, exporters, and trading companies worldwide comply with the Republic of the Congo's regulatory requirements before shipment. Through its global network of technical experts and inspection offices, the company will deliver comprehensive pre-export conformity assessment services that facilitate compliant market access while enhancing product quality, consumer protection, and supply chain efficiency.

Administered by ACONOQ since 2022, the PCEC program is a mandatory conformity assessment scheme established to verify that regulated imported products comply with the applicable Congolese technical regulations and quality standards prior to export. Products that successfully complete the conformity assessment process are issued a Certificate of Conformity (CoC), a key document supporting customs clearance upon arrival in the Republic of the Congo.

Under this authorization, TÜV Rheinland will provide a complete range of PCEC services, including application review, technical documentation assessment, product testing where applicable, physical inspection, and Certificate of Conformity issuance. Leveraging its extensive international network and regulatory expertise, the company will assist exporters throughout every stage of the certification process, helping minimize shipment delays, border interventions, and non-compliance risks.

The authorization covers a broad spectrum of regulated consumer and industrial products exported to the Republic of the Congo, including electrical and electronic equipment, household appliances, textiles, construction materials, automotive products, chemicals, cosmetics, medical devices, plastics, packaging materials, telecommunications equipment, agricultural products, safety equipment, furniture, and numerous other product categories subject to the PCEC program.

The PCEC program offers three certification routes designed to accommodate different exporter profiles and product compliance histories. Depending on shipment frequency and manufacturing capabilities, exporters may certify products through consignment inspection, product registration, or licensing, providing greater flexibility while maintaining compliance with Congolese regulatory requirements.

By combining its global testing, inspection, and certification capabilities with extensive experience in government inspection and international trade programs, TÜV Rheinland enables exporters to navigate regulatory requirements efficiently while simplifying access to the Congolese market. The company's services support businesses in meeting national technical requirements, reducing certification lead times, and promoting smoother international trade.

"We are pleased to receive ACONOQ's authorization to provide conformity assessment services under the Republic of the Congo's PCEC program. This appointment further strengthens TÜV Rheinland's commitment to supporting governments, manufacturers, exporters, and trading companies with reliable conformity assessment solutions that facilitate regulatory compliance, protect consumers, and enable efficient access to international markets. Through our global presence and local regulatory expertise, we look forward to helping businesses achieve seamless market entry into the Republic of the Congo."

Mr. Fares Naouri, Senior Vice President Government Inspections and International Trade (GIIT), TÜV Rheinland.

For exporters, this authorization provides access to TÜV Rheinland's globally recognized testing, inspection, and certification expertise, supported by a worldwide network of qualified professionals dedicated to delivering reliable, efficient, and transparent conformity assessment services in accordance with ACONOQ requirements.
