Factory Production Control in Compliance with EN 1090

Are you a manufacturer of load-bearing components made of steel and aluminum? Then the Construction Products Regulation (EU CPR) obliges you to place the construction products you manufacture on the market in the EU member states with CE marking and a declaration of performance.

The prerequisite for this is that you have your factory production control certified and monitored by us as a notified body (NoBo 0035) on the basis of the harmonized standard EN 1090-1.

Requirements for certification in accordance with EN 1090-1

As the basis for certification in accordance with EN 1090-1, the manufacturer has the following tasks for assessing the conformity of load-bearing components:

  • Initial inspection
    Proof that the manufacturer fulfils the requirements for supplying load-bearing components and kits in accordance with EN 1090-1. This includes the entirety of tests and procedures with which all performance characteristics representative of the product type are randomly determined.
  • Factory production control (FPC)
    Establishment, documentation and maintenance of the factory production control system to ensure that the products placed on the market have the performance characteristics to be declared.
  • Sampling, testing and inspection in the factory
    Inspection of production during manufacture by means of evaluation tests to ensure that the component characteristics are met.

The EN 1090-1 certification process

  1. Application
    If all requirements are met, the manufacturer can apply for certification in accordance with EN 1090.
  2. Initial inspection
    TÜV Rheinland audits the entire factory production control process and carries out the inspection.
  3. Certificate
    If all the required criteria are met, the conformity of the factory production control is issued. You not only prove the qualification of your employees and the required technical equipment, but also compliance with the specified performance characteristics of your manufactured construction products.

    As a tested and certified manufacturer, you will be listed by us in the registered in the online register www.en1090.net and Certipedia.
    You will receive a TÜV test mark on request.
  4. Regular Monitoring
    Continuous monitoring is required to ensure compliance with EN 1090.

The European Construction Products Regulation as the Legal Basis for EN 1090-1

The Development and Significance of the European Construction Products Regulation (EU) No. 305/2011

The European Construction Products Regulation (EU) No. 305/2011 came into force in 2011 to ensure the harmonization of construction product standards within the European internal market. It established that construction products must meet fundamental requirements for safety, health, and environmental protection. Over the years, the regulation has been adapted to technological advancements and legal requirements.

Amendment 2022: Focus on Ecological Sustainability

In 2022, the regulation was comprehensively revised to place a stronger emphasis on ecological sustainability. New requirements include considering the entire lifecycle of a product (from production to use and disposal) and the obligation to provide environmental product data to enhance transparency and comparability.

Key Changes from 2026: Paving the Way for a Sustainable and Digital Construction Industry

The new EU Construction Products Regulation (EU 2024/3110) will bring significant changes starting in 2026 and represents an important step towards a more modern, sustainable, and digital construction industry in Europe.

The regulation will be further developed in line with the European Green Deal goals. Planned measures include stricter CO2 limits for construction products, the promotion of recycled materials, and the integration of circular economy principles. Additionally, the regulation aims to advance digitalization in the construction sector, for example, through the use of digital product registers. With these measures, the European Construction Products Regulation will remain a key pillar in promoting sustainable construction within the EU.
