TÜV Rheinland: Sino-German Cooperation Testing Laboratory for Energy Efficiency and Safety of High-Voltage Components in New Energy Vehicles Officially Opens

On August 27, the inauguration ceremony for the Testing Laboratory for Energy Efficiency and Safety of High-Voltage Components in New Energy Vehicles was held in Hefei. As a benchmarking project for Sino-German government-enterprise cooperation, this lab is supported by develoPPP, the funding programme of the German Federal Ministry for Economic Cooperation and Development (BMZ) and jointly launched by Gesellschaft für Internationale Zusammenarbeit (GIZ), TÜV Rheinland Greater China, the Anhui Institute for Product Quality Inspection, and the Shandong Institute for Product Quality Inspection. At the same time, TÜV Rheinland Greater China, the Anhui Provincial Quality Inspection Institute, the Shandong Provincial Quality Inspection Institute, and the Chinese Academy of Sciences (Hefei) Institute of Technology Innovation Co. Ltd. signed a cooperation agreement to operate this laboratory jointly.

Richard Cuntz, Consul, Head of the Science & Technology Division, Consulate General of the Federal Republic of Germany in Shanghai, People's Republic of China, delivered a video speech. He said that as new energy vehicles have become mainstream products, international standardization has become more important. Europe and China have for years cooperated in the large-scale marketization of new energy vehicles, many of which have been successfully implemented by GIZ for various ministries, and Anhui is one of China's leading industrial clusters that is suitable for this lab. He expressed his gratitude to GIZ and the Anhui Provincial Government, and wished this project success in helping to improve the efficiency, quality, safety, and compatibility of new energy vehicles.

Attending the event was a delegation led by the Deputy Governor of the Anhui Provincial Government, Shi Le, Project Manager of GIZ, Liu Jianguo, Dean of the Hefei Institute of Material Science, Chinese Academy of Sciences, Han Yongsheng, Director of the Anhui Provincial Market Supervision Administration, Tong Ning, Anhui Provincial Quality, Dean of the Inspection Institute, Pei Yirong, Dean of the Shandong Quality Inspection Institute, Wu Zhongcheng, Dean of the Hefei Institutes of Physical Science, Chinese Academy of Sciences and Xia Bo, Vice President of TÜV Rheinland Greater China Business Stream Products attended the event.

In an address, Xia Bo stated that:“As the technology leader in this project, TÜV Rheinland will give full play to its rich experience and technical advantages in new energy vehicles, especially high-voltage components, and work with our partners to promote product safety, energy efficiency, and standards. At the same time, with the help of this platform, a professional team of new energy vehicle talents will be cultivated, which will empower the industry to accelerate its transformation and upgrading."

In recent years, under the support and guidance of government policies, China's new energy vehicle industry has developed rapidly. China has become the largest producing country for new energy vehicles in the world. However, safety and performance problems pertaining to high-voltage components, especially batteries, have become prominent. To this end, the "Energy Efficiency and Safety of High-Voltage Components in New Energy Vehicles" project draws on German standards and technological innovation programs, with the various parties working to formulate safety and energy efficiency testing standards for high-voltage components of new energy vehicles and establishing a testing service platform for new energy vehicles to improve the overall safety and energy efficiency of high-voltage components for new energy vehicles in Anhui and in China.
