Homologation of internal dividers for vehicles according to UNECE-R43 Reg

On the basis of Article 93 of the Law Decree n.18 of 03/17/2020, with the circular 10830 of 14/04/2020 the technical prescriptions relating to the installation of internal dividers for non-scheduled public road transport vehicles were disciplined, recalling compliance with UNECE-R43 Reg:

The aforementioned circular prescribes the use of only flexible plastic panels (as defined in point 2.6.2. Of the Regulation); with the publication of Circular no. 11169 of 04/20/2020, this requirement was then reduced by eliminating, only for the current emergency phase, the component homologation requirement: -of-20042020

In the face of numerous comments and comments received, on 05/26/2020 a further circular was published relating to the methods of applying the dividers, both transparent and non-transparent, on vehicles of various categories, including also buses and coaches:

This circular confirms the possibility of also using rigid plastic panels (as defined in point 2.6.1. Of the Regulation) which are compliant with the head impact test and are agreed upon in an approved manner.

The approval according to UNECE-R43 of partition bulkheads for use in the passenger compartment of vehicles therefore remains generally mandatory, and only provisionally for the current emergency is waived

TÜV Rheinland Italia, as Technical Service designated by various European homologation Authorities and based on the conformity tests carried out in its accredited laboratories, in particular carries out the homologation of components and independent technical units for vehicles such as safety glass, plastic panels and bulkheads internal partitions in accordance with UNECE-R43 Regulation.

The Regulation in question establishes "uniform prescriptions relating to the approval of materials for safety glazing and their assembly on vehicles": this Regulation is aimed at approving safety glazing in order to guarantee the characteristics of durability, structural safety and photometric characteristics, and manages, according to the cases, both the approval of the components and the installation of these on the vehicle.

Each bulkhead approved in accordance with the UNECE-R43 Regulation must bear the relevant approval mark. The identification of the component is uniquely linked to the approval number, which depends on characteristics such as material, thickness, shape and dimensions.

The homologation process in general provides for the qualification of the manufacturer, if it is not already recognized by the Homologation Authority that issues the certificate, the execution of the applicable conformity tests and the issue of the homologation certificate attesting the conformity.

It is important to note that the approval has no attestation value regarding the ability of the bulkhead to limit the movement of microbiological elements in the air.
