The FCC is charged with regulating interstate and international radio, television, wire, satellite and cable communications. All intentional radiators (transmitters) require certification regardless of their power or license for use. Certification is determined according to the type of device. Some devices may require FCC certification and some may require TCB certification, while others might be certified with either FCC or TCB approval. The FCC approves systems and not individual parts. Exceptions may be granted to some cell phones, computers and other equipment at the discretion of the FCC.

The FCC requires that all radio communication equipment meet regulatory compliance standards such as:
Part 15 of the FCC rules (47 C.F.R. Part 15)
Requires emissions testing for intentional and unintentional radiators to prevent harmful radio interference. Any digital device operating at 9 kHz or higher is strictly regulated by the FCC. This is a federal regulation that sets limits on the amount of electromagnetic interference allowed from digital and electronic devices such as wristwatches, musical instruments, computers, telephones and low-power transmitters. Licensed transmitters operating under the preferred spectrum authorizations of Parts 22, 24, 25, 27, 73, 74, 80, 87, 90, 95, 96 and 101 are protected.
Part 68 of the FCC rules (47 C.F.R. Part 68)
This is a federal regulation that requires manufacturers to test and register equipment with the Administrative Council for Terminal Attachment (ACTA) prior to connection to the network. ACTA-designated tests are designed to detect whether equipment is potentially hazardous to the network. Devices such as conventional modems and telephones are subject to basic harms-to-the-network requirements such as:
