To support product quality, consumer protection, and regulatory compliance, the Congolese Agency for Standardization and Quality (ACONOQ) administers the Congolese Conformity Assessment Program (PCEC) for regulated products imported into the Republic of the Congo. The program requires designated products to undergo conformity assessment before export, ensuring they comply with the applicable national technical regulations and standards.

As part of the PCEC procedure, exporters must demonstrate product compliance through technical documentation, product testing where applicable, and pre-shipment inspection. Upon successful completion of the conformity assessment, a Certificate of Conformity (CoC) is issued by an approved conformity assessment body and serves as a mandatory document for customs clearance in the Republic of the Congo.

The PCEC program helps facilitate international trade by reducing the entry of non-compliant products into the Congolese market while promoting fair competition and protecting public health, safety, and the environment. Completing the conformity assessment before shipment also helps minimize clearance delays, avoid unnecessary costs, and provide greater predictability throughout the import process.
