TÜV Rheinland Russia Concluded Agreement with Major Russian Oil & Gas Company

TÜV Rheinland Russia has entered into a 12-month framework agreement with one of the largest Russian oil & gas companies to provide inspection services for pipes being transported to sites throughout Russia. With services started on October 1st, 2015, the contract is valued at a maximum of 2.74 million Euro to be paid in monthly installments of 70,000 – 200,000 Euro dependent upon the total tonnage of pipes having been inspected.

Initial situation and requirements

Most of the pipes to be inspected for this project will come from several fabrication plants located in the western part of Russia. From these loading stations, the pipes will be delivered to offloading stations including a number of large facilities receiving constant supply and smaller stations requiring only occasional delivery.

The framework agreement contracts inspection services for the loading, transportation and offloading of various pipes, including those of big diameter. Although the TÜV Rheinland Russia area of responsibility does not include the quality control of the transport of the pipes, the client assigned the assessment of pipes during loading and offloading to the inspection team. Therefore, an undamaged delivery of the pipes can be ensured.

The total pipe tonnage is expected to reach approximately 5million tons estimated at 3 million for loading and 2 million for offloading.

Solutions, results

The TÜV Rheinland Russia inspection teams will be permanently on-site for loading at four fabrication plants as well as at five larger loading stations. Among the more than fifty offloading locations, larger facilities will host permanent inspection teams, some of which will provide service to smaller stations. Mobile teams are able to monitor smaller facilities with no assigned permanent team. Access software provides a special project base in which to store and monitor collected data. In addition, the inspectors will submit daily and weekly reports according to client specifications.

With levels of damage currently ranging from 1.6 - 10%, the client has set an impressive goal of maintaining a less than 2% acceptable level of damage. The responsibility of TÜV Rheinland Russia lies not at the production level and therefore not in the quality of the pipes, but rather in the proper and safe loading of the pipes into the train wagons after having verified that all loaded pipe is acceptable for transport.
