Seven Steps to Successful Offshore Project Certification

For the certification of an offshore wind farm project, our experts support you in performing the following steps:

1. Assessment of site conditions
The conditions at the concession area, environmental factors of wind, waves and the seabed structure, are assessed and certified, so that the results can be used as part of the design basis.

2. Assessment of the design basis
The design basis, including parameters and requirements for the design, is examined to ensure they are properly documented and sufficient for the safe design and execution of the project.

3. Assessment of site-specific design
The basic design of all parts of the wind farm, from the foundation and the nacelle unit to the substation, is evaluated with respect to the site conditions. This includes the assessment of load assumptions and factors that affect each component of the wind turbine. It ensures that the wind farm is fit for its intended purpose and will provide the required lifetime within the tolerance limits of the design.

4. Manufacturing surveillance
Surveillance of the production verifies that the manufacturing is performed according to the approved rules, specifications and drawings.

5. Transport and installation surveillance
We ensure approval against the specifications and procedures from load out to erecting and on-site monitoring.

6. Commissioning surveillance
We monitor the testing of safety and control systems of the wind turbine to ensure its safe operation. All components are checked for damage and conformity with the certification documents.

7. Periodic monitoring
We perform examinations of operational and maintenance records. We also inspect on a regular basis all parts, systems and components that are covered by the project certificate for functionality, corrosion, damage and wear.

On successful completion of steps 1 to 6 we issue a project certificate, which is valid for the lifetime of the project, provided that periodic monitoring is carried out according to the agreed standards.

Certification by the BSH

TÜV Rheinland is authorized as a certifier by the Federal Maritime and Hydrographic Agency (Bundesamt für Seeschifffahrt und Hydrographie, BSH) to ensure approval of your offshore wind farm project in the German Exclusive Economic Zones (EEZ) of the North Sea and Baltic Sea. Our certification services ensure that your offshore wind farm project will successfully complete all phases and achieve the final operational release by the BSH.

In Germany, offshore wind farm certification is required under the regulation of national agencies. This is necessary to ensure that the offshore wind farm does not impair the safety and efficiency of navigation and does not harm the marine environment.

Certification in Accordance with IEC standards

For international projects, we offer wind farm certification in accordance with the IEC 61400 international standards series. These standards for wind turbines were developed to ensure that wind turbines are engineered to be free of damage from hazards within their planned lifetimes.
