DENAN - Electrical Appliance and Material Safety Law

TÜV Rheinland is a “Registered Conformity Assessment Body” (RCAB) registered by the Minister of Economy, Trade and Industry (METI) in accordance with the DENAN law in Japan.
The DENAN law has designated, commodity items (Electrical Appliances and Materials), that are subjected to regulation.
When a product is listed under the requirements of the Denan law, as a “Specified Electrical Appliances and Materials“  (catagory A) the Notifying Supplier (importer) is responsible for ensuring that the product is tested in accordance with the requirements by a RCAB. The RCAB will then iisue a certificate confirming that the product fully meet the requirements of the DENAN law and the manufacturer / Notifying Supplier can mark the product with a Diamond PSE mark. The certificate is retained by the Notifying Supplier.

For "Other Electrical Appliances and Materials“ (catagory B) listed in Denan law a “Conformity Assessment“ by a RCAB is not required. However, the Notifying Supplier is responsible for ensuring that the product is in compliance with the Technical Requirements(*1),  for testing, record of the testing, Circle PSE marking etc. TUV Rheinland can offer testing to confirm that a product compliance with the Circle PSE Technical Requirements.

TUV Rheinland S Mark for Japan

Manufacturers, importers, distributors and sellers have expressed concerns due to DENAN, the Product Liability (PL) Law and the Consumer Product Safety Law etc. In order to minimise these concerns a suitable countermeasure is required that will ensure ongoing conformity of the product. Responding to these demands, TUV Rheinland offers the S-Mark certification services for electric products for the Japanese market. The S-Mark certification offers compliance with the “Technical Requirements”, but differentiates your product from other products, by a annual safety/quality management system audit, this ensure ongoing compliance with the “Technical Requirements”. These audits can be combined with audits for other TUV Rheinland Marks, so may not add to the annual audit costs for the product.
