The China Manufacture Licensing is the key for your product export to China. According to the current Chinese regulations, boiler and pressure vessel are controlled by a mandatory regulation - the Supervision Administration Regulation for Manufacture of Boiler and Pressure Vessel. The administration of the regulation is controlled by SELO (Special Equipment Licensing Office) an agency of the Chinese government, and only they can carry out the required auditing.

According to Announcement No. 5 of SELO (Dec. 1st, 2005), manufacturer who apply for a license, (either new or a renewal), shall prepare a new Quality Manual which addresses all the requirement of the Boiler and Pressure Vessel regulations. 

Since 2005 the Chinese government have requested boiler manufacturers to submit their design documents to CSEI for design approval before they start to fabricate. 

Also since March 2006, products which required type testing, i.e.. safety valves, rupture discs, cylinders, accumulators, can only be tested by a accredited Chinese laboratory, this must be done before the manufacturer is audited.
