Telecom and Radiocom Approvals
In Russia, like in the rest of the modern world, telecommunications equipment is subject to conformity assessment.
There are several types of permits which a producer who is entering the Russian market must know about.
Since 2004 when a new Federal Law on Communications came into force, there have been two main procedures for conformity assessment:
- Certificate of Conformity (in accordance with the approved list of communications equipment as a subject to);
- Registration of Declaration of Conformity.
Both procedures require that mandatory testing of the product takes place in national accredited test laboratories.
Telecommunications equipment is categorized as wired or wireless. Before planning the import of radio-equipment to Russia, it is necessary to know whether the required radio frequency is allowed to be used in the intended region. In most cases, in order to import radio-equipment to Russia, an Import Permission has to be obtained and the device has to be added to the List of Radio-Electronic Devices which can be imported to the Russian Federation. The decision to include the device in the list is taken by the State Committee of Radio Frequencies (SCRF or GKRCh in Russian) known as SCRF Import Permission.
There are some technologies which don’t require a permission from the SCRF (for example Bluetooth, WiFi or other SRD), but instead requires import permission from a different authority - the Radio Frequency Centre (RFC).
RFC import permission should be received only on the name of Russian real importer shortly before import.
RFC procedure consists of
- Testing and test reports preparation by RFC test labs.
- Issuing of RFC import permission.
Since the beginning of 2010, when Russia, Kazakhstan and Belarus combined into Common Customs Union, have appeared new import regulations.
One of them is Notification letter issued by Federal Security Service (FSS) of Russian Federation.
If equipment has cryptographic security (encryption), then Notification letter should be received for this equipment.
Notification letter can not be issued for foreign company. An applicant for Notification letter can be any Russian company which has Authorization letter from foreign manufacturer.
