EC Certification
According to Directive 96/48/EC, all installations and vehicles of the trans-European high-speed rail system must be certified according to the directive and the related technical specifications (TSIs). This means that subsystems have to undergo EC verification, and constituents have to undergo an assessment of conformity or suitability for use according to one or more modules defined in the related TSI. The certification has to be performed by a Notified Body designated by one of the EC member states. The applicant (manufacturer, supplier or rail operator) applies directly to a Notified Body of his choice.
When the verification and assessment are completed satisfactorily, the Notified Body issues a certificate. Based on this certificate, the applicant issues his EC declaration of verification, conformity or suitability for use.
As a Notified Body, Luxcontrol Nederland B.V. offers the following to clients:
- Experienced assessors and certifiers with defined and approved qualifications.
- Standardized assessment processes based on individual checklists and conformity with the requirements of the EC Directives and TSIs
- Phase-related proceeding according to the phases as defined in the TSIs
- Standardized preparation and presentation of the results in reports and EC certificates including technical files conforming with the requirements of the EC directives and TSIs
RAMS Assessment According to CENELEC Standards
CENELEC railway standards were developed to define requirements and to provide tools to prove that a railway system, subsystem or component fulfills requirements regarding reliability, availability, maintainability and safety (RAMS).
Luxcontrol Nederland B.V. offers clients RAMS assessment according to:
- EN 50126 (defines RAMS parameters and their interaction using a management process based on the life cycle model and the tasks related to its phases)
- EN 50128 (software for railway control and protection systems)
- EN 50129 (safety-related electronic systems for signaling)
Since the development of these standards in the late 1990s, Luxcontrol Nederland B.V. and its partner, TÜV InterTraffic GmbH, have performed several projects where these standards have been applied.
Independent Safety Assessment in rail technology for all safety integrity levels (SIL1 to SIL4)
Special attention is paid to the “S” in RAMS: safety. The principal of safety cases in connection with independent safety assessment is introduced to execute a successful RAMS process on safety. This method, performed according to the EN 5012x standard, verifies that a certain system, subsystem or component meets the safety requirements necessary to reach a certain safety integrity level (SIL). The CENELEC safety case concept has been applied to all subsystems including civil works.
In this regard, Luxcontrol Nederland B.V. offers clients:
- Experienced assessors with defined and approved qualification.
- A standardized assessment process for big projects supported by the PASC procedure and computerized tools.
- Standardized documentation used to perform the assessment (i.e. checklists, questionnaires)
- Standardized preparation and presentation of the results recognized by safety authorities throughout Europe
