Certification of Telecom Products for the Japanese Market
As a registered certification body for telecommunication terminal equipment accredited by the Ministry of Internal Affairs and Communications (MIC), TUV Rheinland Japan offers testing and certification service for compliance with technical requirement.
TUV Rheinland Japan issues certificates required in the Japanese market. We support you with approvals for other areas (such as EU) based on our international network and service backed up with long experience.

Technical Conditions Certification System for Telecom Terminals
Wired terminals such as telephone, modem, facsimile, ISDN terminals and wireless terminals such as mobile telephone, radio-paging terminals are defined as telecommunication terminal equipment. When connecting such equipment to a telecommunications carrier's network such as NTT (Nippon Telegraph and Telephone Corporation), the equipment must comply with technical conditions.
The conditions are based on the Telecommunications Business Law, which aims at eliminating any disturbances and interferences in using the public network and thereby securing seamless and effective utilization of the telecommunication in the market. Without the fulfillment of such requirements, no terminal equipment is allowed to go into the market.
It has been, by law, not impossible for manufactures/sellers to apply directly and undergo an inspection/conformity test conducted by the telecommunication carrier. However, in response to growing demands for a more simplified procedure, the MIC started in April 1985 the Technical Conditions Certification System, with a purpose to enable convenient access and application of diverse equipments. Since then, on behalf of the telecommunication carriers, certification bodies accredited by MIC have become eligible in conducting certification and conformity testing. Yet, it has been only JATE (Japan Approvals Institute for Telecommunications Equipment) that could work as a certification body until the mid-2002.
TUV Rheinland is Technical Conditions Certification Body
The legal amendments in the end of 2001 have opened the way for private companies to be accredited as a certification body: while, it was previously limited to government organization). Shortly after the legal amendments, TUV Rheinland applied the MIC, and after a series of audit, in August 2002 we were accredited as certification body to certify telecommunications terminal conformity in compliance with technical conditions.
Currently, with the changes in the Telecommunication Business Law in January 2004, we conduct our service as a Registered Approval Body. Compliance Certification Procedure in TUV Rheinland Japan
For conforming technical conditions, there are two methods as follows, which are conducted in accordance with technical conditions based on the Telecommunication Business Law. (1) Article 8: Technical Conditions Compliance Certification compliance approval of an individual terminal [Marking] Certification Mark + A + Certification No. (2) Article 19: Design Compliance Certification of the type of terminal [Marking] Certification Mark + T + Certification No.
Both certification procedures are basically the same except for the different price setting and for that the first procedure (1) requires submission of a verification form.
Upon completion of certification, we report the following information on the certified terminal to the MIC and publish them in our URL. (Kindly note that other information will be treated strictly confidential).
- Name/Address of the person/organization certified
- Type of Terminal Equipment certified
- Name of Terminal Equipment certified
- Certification Number
- Date of Certification
No further information will be provided to a third party without any written agreement of the Manufacturer/Seller.
Testing and Certification Procedure
Following Article 53 and Article 56 of the Telecommunication Business Law, our certification service is conducted as below:

Minimum diameter of the mark is 5mm
(3mm if equipment volume is under 100cc)
