In order to decrease the rate of global climate change, which has the potential for massive negative impact on the ecosystems of our planet, three different mechanisms have been developed under the Kyoto Protocol, all of which aim to lower the overall cost of achieving any given greenhouse gas emissions target: Emissions Trading, Clean Development Mechanism (CDM) and Joint Implementation (JI).

TÜV Rheinland is a United Nations (UN) accredited validation agency, known as a Designated Operational Entity (DOE). We can carry out the obligatory validation of your CDM project within the scope of all sectors, including energy generation and distribution, chemical, construction, transportation, mining, metal production, manufacturing and agricultural industries. Once validated, your project can then be submitted to the United Nations Framework Convention on Climate Change (UNFCCC).

TÜV Rheinland is also an Accredited Independent Entity (AIE) and offers determination and verification services in conjunction with JI projects.

CDM Validation and Verification

When implementing a CDM project, your project must be validated by an independent third party, known as a Designated Operational Entity (DOE), in order to ensure that the project results in real, measurable and long-term emission reduction. TÜV Rheinland holds DOE accreditation and offers validation services for project developers in project design, as well as baseline and monitoring plans. With this step we help you to give stakeholders the necessary confidence about project quality and intended certified emissions reductions (CERs) prior to project registration.

With our validation findings you will be able to take corrective action when certain requirements have not been met or assumptions made prove incorrect. You can also rely on our special advisory services in order to ascertain whether your project can be successfully registered by the UNFCCC.

We also support you in the verification of emission reductions after successful project implementation. Thus you will be able to assure stakeholders that the project, including the monitoring system, has been implemented as planned and the calculated emission reduction will be reached.

An A JI project has the same cycle as a CDM project, with the difference that unlike the CDM project a JI project is hosted in a developed country that has adopted binding emission reduction targets under the Kyoto Protocol.

As certified experts, we offer plant operators and airline companies a wide range of services. We can also take on responsibility for testing monitoring plans and verifying emissions reports and allocation applications.

Eco-Friendly Electricity Certification and Bio Natural Gas Certification

Show your customers that your electrical power really comes from “ecologically compatible production.” Use your eco-friendly electricity certification to help them make the right choice from a wide selection of different energy providers. The same applies to the natural gas segment: numerous energy providers now offer natural gas with a specific share of biogas. Use your bio natural gas certification to confirm the quality of your offering. We certify bio natural gas products based on a list of specific criteria. Both certifications – eco-friendly electricity and bio natural gas – are generally carried out in two steps:

  • Audit of the production plants – if they are not already certified
  • Audit of the offering: from reviews of the data and documentation to customer and supply agreements, billing systems, and much more

Reduction of Greenhouse Gas Emissions, Especially CO2

Agreements on joint strategies for reducing greenhouse gas emissions – in particular CO2 – have been established on an international level. Launched in 2008, a worldwide framework was established for emissions trading to cut emissions of gases contributing to global warming. According to the framework of the Kyoto Protocol, industrialized countries have undertaken to reduce emissions of greenhouse gases by 5.2% versus the 1990 level.

EU Emissions Trading: Basic Principles

In Germany, this system is based on the greenhouse gas emission trading regulations (Gesetz über den Handel mit Berechtigungen zur Emission von Treibhausgasen, or TEHG). To permanently reduce emissions of greenhouse gases, operators of plants subject to emission trading requirements are allocated rights to a specific amount of emissions, so-called EU emission Allowances (EUAs). These amounts are reduced from one trading period to the next.

Extension of EU Emissions Trading from 2012 Onwards

With data collection regulations for emissions (Verordnung über die Erhebung von Daten zur Einbeziehung des Luftverkehrs sowie weiterer Tätigkeiten in den Emissionshandel, or DEV 2020) and EC Directive 2008/101/EC, the system includes other sectors: including chemical industry plants and the aerospace industry, which will join the emissions trading scheme in 2012. This will affect all aircraft operators whose planes take off or land within the European Union. EU Ordinance No. 82/2010 effective January 28, 2010 – the so-called “list of administering member states” – regulates which country is responsible for each airline company.

Climate Protection Projects in Developing Countries: Clean Development Mechanism – CDM

The Clean Development Mechanism contains requirements for implementing climate protection projects in developing countries. The projects help reduce emissions in the host country, thereby contributing to a worldwide reduction of greenhouse gas emissions. Following successful registration as a CDM project, you obtain so-called Certified Emission Reductions (CERs), which can then be traded on the international emissions market.

Climate Protection Projects in Industrialized Countries: Joint Implementation – JI

Since January 2008, climate protection projects can also be implemented in industrialized and emerging countries. For a successful reduction of emissions, you receive so-called Emission Reduction Units (ERUs). Together with EU emissions trading and the clean development mechanism, joint implementation is the third pillar of the flexible mechanisms agreed under the Kyoto Protocol.

Voluntary Climate Protection Projects: Verified Emission Reduction – VER

Along with the required emissions rights trading (the compliance market), project developers can also implement voluntary projects for reducing greenhouse gases. As with CDM and JI, emission certificates are also awarded here, which can then be traded on a voluntary market. Companies can use VERs to achieve voluntary, in-house climate protection targets, for example.
