Theoretical test
General information about the driver's license test
In Germany, driver's license laws require a test for the different driver's license classes.
The legal foundations for the driver's license test results from EU law as well as national law and are listed individually in the driver's license regulation (Fahrerlaubnisverordnung - FeV).
The FeV is a regulation that is immediately applicable to all participants and affected parties. Depending upon the driver's license class, the test is divided into a theoretical and a practical test according to the provisions of the testing directive. The testing directive is binding for the testing organization (TÜV).
The testing directive contains a summary portrayal of the important regulations that are in effect for the test. The driver's license test is given by officially recognized experts or examiners (amtlich anerkannte Sachverständigen oder Prüfer - aaSoP) for motor traffic. Here, the aaSoP is acting on behalf of the state, which is responsible for the proper execution of the test.
Conditions for signing up for the driver's license test
Before you can sign up for the theoretical driver's license test, you must demonstrate having passed the "life-saving emergency measures" or a "first aid" course and a vision test or an optometrist's examination. Usually, the road traffic office requests this proof when processing your application.
Tests are currently available in the following foreign languages: English, French, Greek, Italian, Polish, Portuguese, Rumanian, Russian, Serbo-Croatian, Spanish, and Turkish.
