Registering a vehicle
The following are necessary for registration:
- Personal identification card/passport of the future registered user of the vehicle
- If you do not come to the registration office yourself: power of attorney for the representative, who must bring his personal identification card or passport
New vehicle (not imported by you)
For the registration, you need:
- Certificate of title to the vehicle or EEC-conformity certificate with turnover tax return
- Proof of insurance certificate (filled out coverage card)
- When using the vehicle as a company vehicle: excerpt from the commercial register or business registration
Used vehicle
For the registration, you need:
- Certificate of title to the vehicle
- Proof of insurance certificate (filled out coverage card)
- Motor vehicle registration certificate or decommissioning certificate (if the vehicle is decommissioned)
- Certificate regarding the last main and emissions inspection
- License plate (with still registered vehicles)
- When using the vehicle as a company vehicle: excerpt from the commercial register or business registration
Decommissioned vehicle
For the registration, you need:
- Certificate of title to the vehicle
- Proof of insurance certificate (filled out coverage card)
- Decommissioning certificate
- Certificate regarding the last main and emissions inspection
- The old license plates (if they still exist)
- When using the vehicle as a company vehicle: excerpt from the commercial register or business registration
Note: If a person has decommissioned his vehicle for longer than18 months (permanently), he must present an assessment in accordance § 21 StVZO. You can have this created at your TÜV-service station. You then receive a new motor vehicle registration certificate from the motor vehicle licensing office, and a new license plate.
Foreign vehicle

The vehicle was in operation in an EU-country for less than three years:
For the registration, you need:
- Foreign vehicle documents
- Evidence of ownership, e.g. purchase agreement
- EEC-conformity certificate (in the respective language of the country, but usually contains the English designation COC - Certificate of Conformity)
- EC-type approval
- Clearance certificate of the Federal Office for Motor Traffic (KBA)
- Clearance certificate of the customs office
The vehicle was in operation in an EU-country for more than three years:
For the registration, you need:
- Foreign vehicle documents
- Evidence of ownership, e.g. purchase agreement
- EC-type approval
- Proof of EC-type approval regarding EEC-conformity certificate
- Inspection reports of the new main and emissions inspection (to be performed before registration)
- Clearance certificate of the Federal Office for Motor Traffic (KBA)
- Clearance certificate of the customs office
The vehicle was in operation in a country outside of the EU:
An EEC-conformity certificate exists.
For the registration, you need:
- Evidence of ownership, e.g. purchase agreement
- Documents regarding previous registration abroad
- An assessment regarding the inspection in accordance with § 21 StVZO. (You can make an appointment with your TÜV-service station at any time)
- Inspection reports of the new main and emissions inspection
- Clearance certificate of the Federal Office for Motor Traffic (KBA)
- Clearance certificate of the customs office
The vehicle was in operation in a country outside of the EU:
No EEC-conformity certificate exists.
For the registration, you need:
- EEC-conformity certificate
- Foreign vehicle documents
- Evidence of ownership (e.g. purchase agreement)
- Proof of EC-type approval regarding EEC-conformity certificate
- Inspection reports of the new main and emissions inspection (to be performed before registration)
- Clearance certificate of the Federal Office for Motor Traffic (KBA)
- Clearance certificate of the customs office
Taking the vehicle abroad:
If you want to take a vehicle abroad permanently, you should have an EC-type approval/ EEC-conformity certificate. The vehicle can then be registered abroad without a great deal of expense.
Some countries require assessments regarding compliance with the EC/ECE-regulations. ECE-regulations are a body of rules of the United Nations, which is in effect in numerous countries. You can usually obtain precise information regarding the necessary documents and formalities at the embassies of the respective countries.
